I think you're a little young.
But if you really want to, I suggest getting CPR certified and taking a child safety class (usually offered at your local YMCA or rec center).
Then you should put up flyers by the mail box of your apartment complex, in the gym, by the pool... If you see a family with kids, you should approach the parent and let them know that you're interested in babysitting and if they ever need anyone to watch their kids for a few hours, they can find your flyers by the gym or mailboxes. Also, if they're not interested, you should tell them to pass you along to their friends.

That said, I don't know any 12 year old babysitters. Parents are usually looking for someone with a car, cellphone, and old enough to think quickly in case of an emergency.

If you're looking to make money, you should try www.etsy.com. Many people there make jewelry and paintings and with your parents help and a bit of talent, you could do really well.
References :
Make flyers on your computer and print them out saying how much you charge, your phone number, good qualities about yourself, etc. Put flyers on people's car windshields, on their doors, or hand them out when you see them. Make a poster and put it on the lawn where families can see it. Tell people who have kids or have your parents mention it to their friends who have kids. Basically, the more you tell others and get the advertising, then the more business you will get. BE CAREFUL... if you put your phone number on posters and flyers, that means ANYONE can call you. You never know, a child predator might give you a call so ALWAYS use good judgement. Make sure you are acquainted to the people whose kids you are babysitting and to be on the safe side. Have your parents go with you to the family's home (if you are going to babysit there) for the first time to meet the parents.

Good luck... I hope you make a lot of $$$$.
